Generally speaking, the use of root style inheritance and the overriding of initial values would be used for different purposes. The former, root style inheritance, is used with inheritable properties, while the latter, initial value override, is used with non-inheritable properties as well as establishing the default initial value of a style on the root element, which may potentially be inherited. Furthermore, there are cases where it is desirable to use root inheritance but not override the initial value on a inheritable style. My conclusion is that these two mechanisms serve different purposes in the general case, and as such, their merger is not desirable.
