Norm: this is in the umbrella, we need to get that moving

Steven: There are two approaches: allow ambiguity and deal with it on serialisation, or deall with ambiguity so that the resulting document is unambiguous.

Modularization

Norm: we have two proposals. We could discuss.

Norm: We should compare requirements first.
