Encoder and Spec Updates

Garret: on the IFT side two small changes. 1. Added some missing conformance markup. 2. Added two new features halt and vhal to the default feature registry.

Garret: on the encoder side. First Skef has been working on developing a mechanism in harfbuzz to extract glyph dependency information from fonts. This is very useful for the IFT encoder as it lets us actually understand how the various parts interact with each other. Over the last few weeks I've been working on integrating with Skef's work. This

has been very successful so far. I've seen speed ups of around 50% for CJk for example. This is an activation exploration so I'll be continuing to work on it in the coming weeks.
