Agenda Review & Announcements

janina: Back in the saddle, and we have a standard agenda more or less.

Fredrik: Look,, it's Becky Gibson!

Welcome back, Becky!
… and our new IEs!

janina: A very important subtopic indeed.

becka11y: Not necessarily full time on APA but have some thigns to work on that are related.

becka11y: I work part time for WAI. Shawn will direct my work.

janina: We're working on what works out.

<marcelo> I’m Marcelo Paiva, this is my first APA meeting. I work in UX and accessibility, with a focus on design systems, plain-language UI patterns, and neurodiversity-inclusive experiences. Looking forward to learning and contributing where helpful.

matatk: Welcome beck, Backy. Or whichever works best.

<Fazio> ICCHP call for contributions on Mental Health and Accessibility, chaired by David Fazio https://icchp.org/session/730/

<JenStrickland> Welcome marcelo!

janina: Introductions are in order, though, since Marcleo is here.

<Fazio> Did not know this about Matthew's background. Impressive, my friend :)

Fredrik: There are introductions made.

Fredrik: Also, I've done a little and a lot in a lot of a11y stuff for the last 30 years, everythign from hardware development, academic a11y in higher ed, and consultancy.

janina: Dropping Cabaret references like it's nothing.

Fredrik: Welcome Marcelo!

Other announcements

<Fazio> ICCHP call for contributions on Mental Health and Accessibility, chaired by David Fazio https://icchp.org/session/730/

janina: ICCHP coming up. Time for submissions are going until mid-February.

Fazio: If you've got something that is in my ballpark, if you want to apply, just go ahead and submit it. I'm heading stuff about this for ICCHP. So feel free. The more the merrier.

W3C Breakouts Day 2026 - CfP <https://github.com/w3c/breakouts-day-2026/blob/main/README.md>

janina: Breakouts day is coming!

janina: We try to get together twice a year. TPAC is one, in person. The next TPAC will be in October in Dublin Ireland (trying accents).

janina: We also have a virtual set of meetings called reakouts Day. Submissions are requested for BD now.

matatk: In the interest of giving us as much time as possible, follow the link and find all the information you need. For more such, e-mail the list or the chairs or both at your leisure.

matatk: In short, have at it!

New charters

janina: We do have a new charter.

Web Editing Working Group Charter

ISSUE: w3c/strategy#522

<Roy_Ruoxi> Charter: https://w3c.github.io/charter-drafts/2025/webediting-wg.html

<Roy_Ruoxi> diff: https://services.w3.org/htmldiff?doc1=https%3A%2F%2Fwww.w3.org%2F2023%2F09%2Fwebediting-charter-2023.html&doc2=https%3A%2F%2Fw3c.github.io%2Fcharter-drafts%2F2025%2Fwebediting-wg.html

Roy_Ruoxi: Web Editign WG charter coming up

Roy_Ruoxi: It's a recharter.

Roy_Ruoxi: There are some updates form the prior charter. They want to work with us to explore a11y use cases and gap analysis for needed a11y features.

janina: I'm excited about it. Great that they want to work with us.

janina: Any objections?

janina: None heard.

Roy_Ruoxi: That's all.

Spec review requests

janina: Matthew?

matatk: We don't have any particularly new ones, sadly.

matatk: WE have issues in the next one coming up.

CSS Anchor Positioning Level 1

<matatk> Due 2026-01-30

matatk: First off, back to specs. There is a reminder that htere is this one.

matatk: There is probably also a meta issue not linked yet.

matatk: There are a couple of people assigned to this.

<matatk> w3c/a11y-tracking#289

matatk: They are aski8ng for specific feedback on a11y considerations. We talked about that last week.

matatk: Me, Paul and Eric are assigned to it.

Fredrik: Pardon, no Oxord comma.

DVB Accessibility Implementation Guidelines

matq: The next one!

<matatk> w3c/a11y-tracking#266

matatk: The next step with DVB is that those of us howho are MAUR literate shoudl check if there is something in the MAUR that isn't in the DVBa11zGL and vice versa.

matatk: Anyone else wants to come on board with this one looking into it?

janina: This aspires to be a an international stnadard via ISo.

Dr_Keith: Add me to the pile!

matatk: Consider yourself assigned.

Issue tracking

matatk: The first one is a new one.

matatk: New-ish, really.

CSS Content publishing without AAM

matatk: This is an issue that Paul filed and it's about a fact that CSS acknolwedge. There is no mapping for AT that is probably in need of mapping.

matatk: Paul has linked to a particular comment and also a particular part of the CSS Contnt spec that notes that there is no AAM for CSS.

matatk: Do we agree that this is an issue? Do we want to work on it? Does anyone wsant to draft something?

matatk: If the answer is yes, then we can track the progress of this issue.

janina: We certainly have to get ARIA deeply involved if we are to take up AAM.

janina: It would be a a major help. It's a job, a significant one.

matatk: It's a nontrivial amount of work.

matatk: Becky, Steve: input?

becka11y: I don't konw if I have the answers to that. CSS is not my forte, though. I can't comit at this time.

matatk: We were asked for input earlier today how APA should do coordination between the different a11y groups. This is certainly cross-cutting.

matatk: I might put a note on this issue thread about what we've discussed and coordinationa dn prodding folks lke Steve.

matatk: Next one!

matatk: We discussed these last week.

Spec: Scroll Triggered Animations #272, COGA, disorientation considerations

matatk: There's news, though.

matatk: These are the four that COGA raised in response to the scrolling animations part of the CSS Animations.

matatk: Just about this particular one, about people getting disoriented because of animation, doesn't seem just to be related to scrolling. What I am saying with my comment is that it should be included in a more general a11y section. Does taht sound reasonable?

janina: This is a common pattern. A concern comes up with a particular spec and we want to discuss a certain topic which however is more related to the parent spec. This will happen again. The right concern but the wrong place to write the concern up.

janina: AT the aboslute least we file an issue on the higher spec (or the lower one) so that we block the lower spec until the isue is satisfied

janina: /satisfied

matatk: Next spec!

Spec: Scroll Triggered Animations #272, COGA, users often need more time impacts content type

matatk: WCAG should cover some of this as I see it. Awareness of WCAG is quite good. If somethign isn't in WWCAG that specifically relates to CSS animations then we should propose that.

<Fazio> I don't think WCAG does enough

matatk: I have a feeling that somehow the user agent applying some sort of scaling factor to timing values might have been discussed before.

matatk: I don't know if it's been specified in seconds. That may have been discussed before.

matatk: What do people think?

Fazio: We can't address anything in WCAG anymore. they are not going to revise 2.2 or any 2-series WCAG. We can only comment on the spec as far as I see it.

janina: It's not dead, totally. 2.3 may be on the table.

matatk: If somehting's already catered for in the WCAG we don't have to call it out here.

Fazio: I don't think WCAG does nearly enough for issues like this, that's why I brought it up.

matatk: Please add anythoughts to this thread above (issue 287).

janina: We're stuck in trying to find where to document this thing.

matatk: I'm keeping the thread open a little longer so feel free to jump in

matatk: Next one!

Spec: Scroll Triggered Animations #272, Additional considerations when drafting accessibility considerations section

<marcelo> I'll take a look

matatk: This is the one where we say all these things need to go into an a11y consideratiosn chapter.

matatk: Just a bit tidier.

<Fazio> Loss of focus

<Fazio> break in comprehension

matatk: The section may need some more prose with WCAG linking.

<marcelo> +1

<Eric_hind> +1

<Fazio> great. I can dump in resource links

<Fredrik> +1

matatk: Last one!

Spec: Scroll Triggered Animations #272, Request additional definitions on term 'animation'

matatk: The TAG has a repo galed Gaps, which is linked to from this issue in the minutes/agenda.

<matatk> Proposed comment for the gaps repo: w3c/a11y-tracking#290

matatk: Thsi coul do with some work. If anyoen wants to... hitn, hint.

matatk: We got to the end!

janina: In the amber zone!

zaki, open next item

janina: Anyone for amber?

janina: Going one...

JenStrickland: One can dream thatone day everything will be accessible and we don't need to ajourn but actually be done.

janina: One can dream.

<marcelo> thanks everyone
