3GPP Liaison

cpn: This is for a new codec that 3GPP is developing for immersive scenarios.
… They ask a number of questions in the letter.
… Dale replied in the email thread.
… On a technical level, the answers make sense to me. Additional input from Paul and Youenn would be nice.
… One of the things that they also ask is whether we can add a registration for them.
… What criteria would we set for doing specification work for this? Additional features seem to be needed in the spec.
… There would need to be some amount of interest in implementing this particular codec.

Dale: Last time something similar happened for H.263
… That ended up not going in the registry.
… I think we would want interest from at least one implementer before we add an entry to the registry.

cpn: I'm proposing to draft a short note to go back to 3GPP once we've collected technical responses.

Wolfgang: The questions that were raised in the liaison statement are similar to some of the questions and gaps we identified in the draft group note around an NGA API for synchronization.
… Things like having a decoder control.
… Solving that use case would solve part of the other use case.
… Not exactly the same thing, but a worthwhile addition.

tidoust: Wondering whether to add a criterion to the registry requirements that implementer interest is needed for candidate entries.

marcos: I agree we should be explicit.

Dale: I agree as well. Implementation in the wide sense. Starting point is core browser set, but can go beyond that.

cpn: What we don't have is specs that describe features without any implementation.
… If anyone would like to pick that up as an action item, feel free to, otherwise, I'll add that to my todo list.

Encrypted Media Extensions - New Key Rotation support

Joey: It seems that this person is complaining that key rotation is bad and that you shouldn't do it. That EME does not guarantee that it is safe. But this is out of scope for EME in practice and I agree it should remain so.
… I believe the issue can be closed.

Greg: I agree. Root key requirements are enough. In agreement to close this.

Jer: Fine with closing as well. Key rotation is not mandatory if people do not feel they are secure enough.

Call for Consensus on Media Playback Quality

cpn: Raised by Sangwhan end of last year.
… There was a previous decision in the group to upstream the spec as it is in the HTML specification given that it's stable and a short extension to the video element.
… The question is whether we want to continue that route.
… Or whether we want to continue working on Media Playback Quality in the Recommendation track.
… There is an open call for consensus on this. I haven't seen any response yet from anybody. Just wondering whether further discussion on that topic is needed.

Markus: I will continue to drive this for the matrix that I added an issue for. I wonder what's the least hassle for the group.

cpn: In that sense, leaving it where it is seems fine, making sure the spec hooks into HTML as needed.
… That would allow you to work on the additional metrics you'd like to add.
… Whether we would upstream it in the end would be an open question.
… Personally speaking, as BBC representative, staying with a spec on the Rec track would be my preference.

Marcos: The question is whether there's enough in the spec right now. The idea is that we would take it to REC and immediately get back to CR to extend it.

cpn: I think it needs to move through all the stages.
… We would be looking for someone who can take on the Editor's role for the spec.
… We are revisiting a previous decision that we made. Nothing happened in a number of years.
… There's another issue about how counters behave when you're connected to an RTC source of some kind.
… The spec is not complete in that sense for the moment.
… Please do respond on the mailing-list.

cpn: As a general reminder, across all of our specs, there's a bunch of horizontal reviews to be done, and all of our specs are currently Working Drafts as a result.
… Please review open issues that block transition to Candidate Recommendation.
… Some of them depend on the group resolving issues. Some of them depend on running horizontal reviews. Marcos and I have been working on preparing for some of them.
… Please do have a look at those to help us move forward.
