Restructure clreq per standardised headings

xfq: I updated the document based on our discussion in the last meeting and also discussed it with Richard, who suggested moving 5.1 Line Composition Rules for Punctuation Marks and 5.2 Sizes and positions of Punctuation Marks to section 3. Glyph shaping & positioning, especially 5.2.

Eric: In this way, all the content related to punctuation marks is separated

xfq: Yeah, we have discussed this issue several times.

Eric: glyph shaping is more about the ability for letters to change shape depending on their position in a word

Eric: I don't think it's related to Chinese

xfq: Richard thought in Chinese it could refer to the difference between punctuation in horizontal and vertical writing mode, or the difference between the punctuation glyphs in Mainland China and Hong Kong / Taiwan.

Eric: I don't think so. I think it's more about Arabic, Brahmic, N'Ko, etc.

Eiso: I agree with Eric that the punctuation differences in horizontal and vertical writing mode are beyond the scope of context-based shaping & positioning.

xfq: Even if we don't put it in section 3, we have to find a place to put this text.

Zhengyu: I think 5.2 can be put in section 3, but 5.1 can't

Eric: 5.1 is the overview text

Eiso: I think putting 5.2 in section 3 is not a good idea

xfq: There are some contents in this section that appear elsewhere. I can delete them.

Eric: agreed to removing the duplicated text

Eric: I think the content in 5.2 can be moved to 2.1.2 Major Differences Between Horizontal and Vertical Writing Modes, maybe as item 2.1.2.2

xfq: the text in 5.1 can be moved to 5.3 Phrase & section boundaries

Eric: OK

Bobby: I think readers will feel that the punctuation marks are separated and very fragmented.

Eric: The main content is in 5.3

xfq: I'll update the PR
