honor to meet all of you. Please let me introduce myself. My name is
Anqi Li, feel free to call me my English name Angel. I've been with
W3C since 2006.
… I ran W3C China Office until 2013 when W3C launched
its Host in China, and worked as the site manager of W3C China site.
… worked with Alan on business development
… co-chaired the Governance TF to design the
governance structure of W3C before W3C became a legal entity
… as well as chaired the Host to Partner TF for the
transition of W3C host to Partner
… I offered to take care of Chapters and Evangelist
after Alan left W3C to continue this important global outreach
program of W3C. With the introduction, hope I am not a complete
stranger for you.

angel: about the Chapter
meeting at TPAC 2023
… had not much time to get fully prepared, but felt
the necessity for us to meet, because many significant changes
happened to W3C in the past 12 months
… which might impact the Chapters and Evangelist program

… The No 1 biggest change is W3C has become a legal
entity since Jan 1 this year. I believe Alan has given you the
introduction, and will not get into details. The multi-host
structure of W3C has been ended. Now W3C Inc the legal entity is in
control of the W3C assets. 3 of the 4 previous W3C Hosts have become
W3C partners to continue their important roles in W3C. Another
change is, this June, W3C got approved with 501(c)3status as a
public charity org to receive tax deduction
… we need to consult with legal counsel about Chapters
and Evangelist program under this status
… Also, as Ralph shared, a new CEO of W3C is joining
on Nov 13
… And it’s important to have the new CEO’s engagement
and support. The previous time table to get the planning part done
before end of Dec might be too aggressive to accommodate all these
above. We need to adjust our planning a bit, and need your help for
the future program for 2024

… in 4-6 months, we might need 1. updated version of
the Chapters and Evangelist program, important items including
shared goals, a scalable cooperation item list and a financial mode
that works 2. 2024 roadmap for each Chapter and Evangelist, and 3.
Chapters & Evangelists agreement signing
… we want W3C to have globally participated community
… Chapters & Evangelists play important role
… to make that happen
… we need to have a legal review for agreement to
align with 503(c) status and the shared goals of this program
… I'd like to hear from all of you whether those make
sense or not

Angel: yes, I was hoping to finish with that timeline
Rachel: We have some of
ongoing recruitment that might be coming soon. So I'm looking for the
agreement and signing

It's about 1 month to have our new CEO. While waiting for his
on-boarding, we can start some initial work to think about the basic
ideas of the updated version of this program
… I see no issue to get started from 2024
… would be nice to invite the new CEO to join the
chapters and evangelists call sometime in the near future
Rachel: For the current
Chapter agreement, I shared it during TPAC in Sevilla. Does the new
CEO have the current agreement?
… as we are recruiting actively so I just want to make
sure of the timing and conditions
… I'd suggest is to have a current Chapter and
Evangelist agreement in front of the new CEO. So we can communicate
what to change
angel: Seth might not have
the documents since he has not got on-board yet.
… And I agree that there might be some
possible changes needed for the new agreement.

… please note there will likely be a gap, since the
current agreement is expiring at end of this year and it will take
some time to get the new agreement signed

Rachel: can we have an
extension until a new agreement gets completed?
… commission structure should be clear during the
blank period
… when we have the new CEO, we want to show the
current agreement, and ask to extend the current one
angel: I'll ask management team on this
Rachel: activities of South
Asia is not reflected in my agreement thought I am doing working
there. Alan asked me to work with that area to evangelize
… just to be fair to everyone, we need an extended
agreement
angel: sounds reasonable request, which I will bring to the management team

… what kind of tooling you would prefer? google doc
for document development? shall we meet in mid of Nov and Dec to
push things forward? is UTC12:00 a bad time for you? your input is

Rachel: timing usually what
we've done were 8am, 11pm EST
… though I know 11pm EST is hard for Asia
… I'll volunteer if people prefers 11am EST
angel: in some other orgs,
people share a pain to rotate slots to cover different time zones
… or we can do like AB-led meetings, they have 3 slots
with 3 times for difference regions, downside is that we won't be
ALL together at the same time
… I'll send out doodle to collect a possible time for
our Nov and Dec meeting
Rachel: 8am EST is good for
lots people
… 11am is good for European
… we can see who wants to volunteer. I can volunteer
for a slot that people can't attend
angel: I will start to put thoughts on the future program into a document, once some contents get ready, I'll share with you and we can work online asynchronously, so that we don't have to spend time during a call
Rachel: In terms of
document, I want to set a goal and vision what we want to have the
agreement
… and what our plan and roadmap
… I'd suggest we have a consistent way, e.g. 5 goals.
We are still agreeing 5 goals. Like recruitment is optional
… we can have a matrix for the goals
… so that we have a consistent way of presenting to
people who sees the document

Rachel: suggesting a
template. Some of Chapters thinks about beyond idea
… I can circulate a template
… One item missing is a budget
… I can come out with a template using Excel
angel: thank you Rachel. and I'd like to hear from other people as well
wonsuk: I mostly agree with
Rachel's proposal
… we need to make a wikipage that everybody can see
and input

all chapters
… it doesn't have to be10 pages
… my concern is about protecting our whole program
… there should be no ambiguity

angel: wonsuk, a wikipage is as one of the tools for the program?
wonsuk: yes. we need it to
see what kind of items we need to solve now
… we'll have a monthly meeting. Some Chapters or
Evangelists might not be attend
… if we have a wikipage which shows important items,
people can catch them up, consider and input

Rachel: wikipage is an
excellent idea as well as google doc
… so everything could become consistent
angel: actually we have
several wiki pages. I'll gather info and see how to integrate them
into one place

hear at no objection to accommodate to shape this program

Muhammad: thanks so much for
today. GCC plans lots of efforts for regional activities, but needs
help from W3C team. it's a huge problem for GCC W3C activities
… want to remind to discuss by the management team,
I'd like to have an equal support for everyone
… we put huge efforts but no one else might know that
… today as a new management, I hope they might not
have a new picture of us

LuisM: I don't know who
structures this program. To have a sponsorship, we have to have more
visibility
… W3C team should have some work to debate how they
provide more support
angel: Agree with you having
a clear strategy for chapters and evangelists. As a new global
entity,
… it's a right time for us to have a deeper look at
this program
… I'm working with you guys to make this situation

Rachel: All of us facing the
same situation. We are not getting any support. We need to have
changes
… clarify how to allocate resources to support
… you might be surprised to see how we are lacking
supports
