Discussion of WAI strategic priorities

Lionel: Significant issues raised in the deck.
janina: Are we looking for grant application type info?
MichaelC: We're seeking stable funding.
janina: I think we have some compelling things coming out of Adapt, but in order to encourage people to implement it, we may need some work done to show viability.
MichaelC: The strategic priorities are broader than that, but something like this could fit in.
… What do people think about that idea?
MattKing: Could you say more about WAI funding/member funding?
MichaelC: WAI has typically been funded by means other than member funding. It's appropriate for more of our work to be funded by member funds, but we need to make that case with management. Also there may be a shortfall between what we would reasonably get from member funding to support our WGs and specs.
… Some of this incubator work is an example of another area where there's value, but we need to make the case for it.
MattKing: So part of this is W3C internal discussion (stable funding) and addressing the balance of that with other funding (less stable).
MichaelC: Yes. I think a big part of the argument for the funding ask is the work that we see needs to be done. We need feedback on whether the things we are asking funding for are the right things.
Lionel: My initial feedback may be high-level.
MichaelC: High-level questions are good for this call; can follow up on-list regarding the details.

shawn: Do you need a primarily budget discussion from this group, or strategic priorities?
<Zakim> shawn, you wanted to ask if what we want feedback on now is mostly priorities for WAI work?
MichaelC: Primarily strategic priorities.
kevin: WAI's very significant contribution and value is widely recognised. Important to get feedback on strategic priorities to help with planning.
MattKing: What is the implication of WAI groups being particularly well supported by staff?
MichaelC: WAI groups tend to get significantly more hours per week of W3C staff time than other groups, for a range of reasons (logistics, inclusion, ...). Some groups are less technical, and thus it's important to provide support to ensure their feedback is included.
Lionel: One test that might be useful is a "uniqueness test" - what can WAI do that no other group can? E.g. maybe performance of research; educational materials are extremely important and well-used.
MattKing: Might be helpful to add this to the principles. However, there's more: something may be do-able by groups outside of WAI, but if it is, it may not have the weight within the community that it would if it were done by WAI.
MichaelC: Please keep the feedback coming; this is very helpful.
