Task force status updates

Lisa: COGA still needs a cochair. Moving slower than desired.
… nothing needed from other groups at this time. Will be meeting with APA about their research process. Can the process when writing documents be adjusted? May be helpful to other groups.
… If we find a way to adjust processes so user needs are addressed from the beginning it would be easier.
… other area is comorbidities which we've missed. Low vision and COGA go together.
… lots of conditions affect more than one disability.
… existing solutions don't always help people with multiple disabilities.

Rachael: Add to agenda for future meeting.

Jeanne: Silver has been on hiatus for a few weeks. We just finished a project for AGWG. I think it is getting ready to shut down. It doesn't make sense to work separately from AG. The AG feels it needs to rework content. There is nothing that Silver needs to do except codifying how to write guidelines.
… work is slowly moving forward.

Mary Jo: WCAG2ICT is going well. Moving a little slowly as we learn to get proposals out there. We have incorporated one of the new SC into a draft. We changed the document from html to markdown to help make it easier. There is still formatting and links that need repair. Certain formatting needs html so you have to swap back and forth.
… working on new proposals and getting surveys out. Think we will make more progress post holidays.

Lisa: Have you considered supplemental guidance for WCAG2ICT?

MaryJo: Initially we are completely focused on conformance because EN301 549 is being updated and we need to give them guidance. We also want to develop additional notes for 2.1.1 because they interpreted some on their own. We want to provide additional guidance in time for update.
… The supplemental documents are not in scope for the current taskforce.

Lisa: Is there a way to raise it as an issue?

Mary Jo: In the github space.

Lisa: We put work on protocols on hold while waiting for feedback for work for TPAC.

Rachael: Current survey on assertions, next week hopefully surveying text

Jeanne: Right now protocols are being considered for silver and gold.

Rachael: Add feedback on silver and gold levels in the first question.

Jeanne: I will continue to push building a prototype using Content Usable.
… I feel strongly AGWG needs to build out prototypes.

Kim: Mobile is going ok. We have several spreadsheets, looking at the SCs and seeing where they are applicable. We've got a bunch of new people. Some are sticking.
… One notable person from APPT, a Dutch nonprofit, is doing a lot of work on standards in general. Their site is out and they cross link WCAG and 508 and others. All about mobile and how they are applying. Plain language version in dutch and english.

Rachael: Goal 1 - Discuss intersectional disabilities

Lisa: Streamlining including all/different user needs as part of the group process to make sure the scope of different groups, taskforces, etc.
… what is the base scope and how do we make sure low vision, coga, etc is included

Kim: We have a user needs document from the constraint perspective. We have a spreadsheet that looks at constraints and how they play out for folks who have disabilities and folks in different situations. Cross links to user needs.

<Zakim> jeanne, you wanted to talk about the transition from WCAG3 conformance to guideline development

Jeanne: We also need to think about transitioning from WCAG 3 conformance to guideline development. How do we want to work in this group with bringing expert input and feedback to ID user needs and create guidelines.

Jeanne: Silver has pushed that we start any guideline development with user need analysis vs. the technical answer. We will need a lot from low vision, COGA, etc to be able to say what is the user need analysis in the very first step. This group should set a schedule and identify what we want to work on when so our schedules are coordinated.

Kim: Another way to look at it.
