Wilco: Tom emailed Wilco and thinks if it is split in two, focusable to 4.1.2 and non-focusable to 1.3.1

Helen: Good idea to split them into two rules.

kathy: Makes sense to separate them.

Wilco: Another option is to not map to WCAG at all.

trevor: Likes option to not map to WCAG

Wilco: Can make this ARIA rule and it would be more consistent.
