Wendy: Aram, since PAT CG met in a virtual F2F last week, this is a great place to share an update from that

PATCG update

AramZS: PAT CG had its second formal F2F meeting last week
… we got a lot of progress towards numerous issues

AramZS: Questions around the Working Group charter and CG charter got resolved on how we want to work
… we set in place a process for individual drafts, starting with the Topics API
… and others as well

AramZS: allows PAT CG to walk through proposals and discuss through ad hocs and GitHub
… and we did a bunch more work on private measurement
… and opening up some good topics on measurement
… that is active focus of the group right now

… we are scheduling the next meeting with a Doodle poll
… last week was friendly for European time zones

… one additional note from a process side
… there was discussion of a proposed charter for a working group
… to take some of these topics further
… in the discussion, I believe the group is aiming to finalize that for presentation at the next @ meeting

Aram: yes, that is correct
… we hope to have the charter finished and submitted before the next meeting
… if you have feedback on the proposed working group charter, now is the time to do so

Wendy: By W3C process, that charter is in discussion phase in the community group
… people interested in the scope can participate in the issues and discussion there
… and under W3C process, it goes to the Director and the membership for review

Wendy: and ultimately it's the members who tell us whether a particular working group is going to be supported
… or if there are additional questions
… before it's begun
… and to develop the interest levels
… before it goes onto the formal specification track

… the early stage conversations, they are creating a home for proposals that are not yet adopted by the CG
… but are of interest in the general topic scope of the group
… and people can use them under the W3C community license and have space to talk about them
… they are items for discussion, so great to have that spectrum of topics
… and everything should have a label or a status at the top
… at what level of discussion this is
… there are things that are not yet W3C standards, but are important for discussion
… we aim to give homes and clarity

Wendy: As Aram pointed out, the CGs are open for participation, but we ask that you join so we have the IP commitments recorded appropriately

<wseltzer> Karen: Can we preview the usual timeline for WG chartering process?

Wendy: For those who are newer to the W3C processes, the Process Document

Wendy: spells out what is required
… key step is the four-week Advisory Committee review
… so everyone who is a W3C member is invited to review the charter and give their input
… We usually look for a threshold of 5% or at least 20 members expressing interest in a charter
… in order to devote the Team resources to get it started
… and then we do a...
… anyone who has concerns can raise those
… ideally, they raise them earlier in the discussion
… but sometimes we do get formal objections
… and the Director will try to reach some consensus resolution
… and if no consensus the Director will ultimately make a decision

Alexis: We don't have topics on Privacy
… I came across PrivacyTrust from Vodafone

Alexis: about building a trust network using card, trust address...looks like they would propogate that ID on the HTTP layer
… I would like to know the Privacy Sandbox team's POV
… seems that is the opposite POV from the Privacy perspective
… wondered what your thought is?

Wendy: I had not seen that and am just taking a look now

Alex: It has been raised recently in an IAB meeting
… I think it is already in production in some countries in Europe

<AramZS> It does appear to be actively in trial

Alex: if we can discuss this by email later on

Wendy: Is there anyone from Vodafone who can discuss the topic, or anyone else, we are happy to hear from you

Michael_Kleber: I am not familiar with this proposal
… so reading as we are talking about it
… Alexis you said something about propagating the ID on the HTTP layer?

Alexis: there is no technical info on the site
… but that is what they explained in the IAB meeting that a colleague was attending

Alexis: some notes where they are speaking about using the IP address and the SIM card info

<AramZS> "If you are using a hotspot or tethering, please consider that anyone sharing the same hotspot or tethering connection will be able to see and manage the same information in the Privacy Portal. "

<AramZS> indicates that this ID is attached to the SIM card

Alexis: there is another Telco in France working on the ISPID
… another project at a Greek telecommunications carrier
… then we saw Vodafone
… agree that the web site is not clear on the technical point
… I will try to have more technical material if I can

Michael: Interesting
… without better technical understanding about what is going on, not much Chrome as a browser can say about what we see here
… It is certainly true that the ISP is in a priviledged position to understand the source of communication of device connected through the ISP
… seems like that couldn't change in future
… ISP needs to know how much to charge you for how much data you use
… cannot see how that would readily change
… but there is so much else that needs to happen
… for what site seems to imply like for advertisers

Michael: I don't have a sense of the complete picture

Alexis: Indeed
… they claim they would provide an anonymized ID with a consent platform associated to it
… and marketers could get a profile
… I was seeing something out of the philosophy of the Privacy Sandbox
… I agree we don't have a lot of technical detail so it's hard to discuss right now

Wendy: Thank you for bringing this to our attention
… to see where people are trying to find information
… and it's pointing to the range of participants, some at layers other than WebApplications
… will be interesting to see if we can perhaps get them into a conversation here
… and I think it also shows the landscape in which our solutions and proposals are operating
… we need to offer better, improved advertising with privacy characteristics and utility to advertisers that can help people more than these proposals at other layers
… anything else for today?

… any updates on TPAC

Wendy: yes, Team has concluded that we will hold a hybrid meeting for the Technical Plenary and Advisory Committee meeting (TPAC)
… for our annual meeting
… this year's TPAC 2022 is planned for 12-16 September in Vancouver
… given unknown health situation, we are also planning for a strong virtual participation for that, in the Vancouver time zone
… with strong AV support
… As we move to the planning phases of that, we will discuss holding an Improving Web Advertising F2F meeting and the other CGs and potentially the Working Group if formed by then
… will be able to schedule a meeting
… It will be an opportunity to meet with other groups
… like the Privacy Interest Group

… 12-16 Sept. 2022 in Vancouver, British Columbia, Canada
… before that, upcoming is the semi-annual Advisory Committee meeting
… the Advisory Committe represents the W3C members
… and every member has one or two (notion of alternate AC Rep)
… that meeting has an Intro Day on Thursday of this week, 14th of April
… and entirely virtual meeting on 25-26th of April
… the Advisory Committee is often focused around governance issues
… there are some presentations already uploaded on various topics
… If you are a W3C member, your AC Rep can participate in that meeting
… if there aren't any further questions or comments, we can conclude here
… Please send in agenda items or requests for agenda topics
… and we will add those to future meetings
