agl: we have some thoughts on minor things for L3

agl: some minor changes, but get them documented.

akshay: I would like to explore more about charter.

tony: some things worth considering for 2021

agl: don't think it needs web authn changes.

agL: I think Level 2 is version now and we should appoint to that.
