Draft charter for the proposed Smart Cities IG
Kaz: Sharing my screen
... Disclaimer: Recording the first part of the session, and will stop when Q&A starts
... Some use cases have been received from Singapore, smart
agriculture, etc, but we need use cases from all over the
world
... We need to identify possible chairs
... The scope is to collect use cases for Smart Cities
... The goal is to generate use case documents and
requirements

McCool: This is not just about WoT or
IoT, but anything that touches Smart Cities.
... One of the areas is also edge computing
Eric: The breadth of all the things that apply to Smart Cities is overwhelming.
<Alan> +1 to starting with prioritization
Eric: One of the primary goals of the group is to prioritize, and to figure out what we want to focus on
<Carl> +q
Carl: One of the challenges of
Smart Cities, is that it's very use case focused.
... What are the foundational architecture components that are
in the set of common use cases that can be reused?
... For example, for physical standards, roads, which everyone
uses. People don't really think about digital foundations. But
digital examples might include GPS.
... What if I build the 'roads, drains, foundations' of the
digital use cases?
... Suggesting a slightly different approach
... What would make a difference on a global scale?
Kaz: we should have sessions during the workshop on use case variations, fundamental technology, what is missing, we should have fundamental technologies and architectures, existing components and so on
McCool: We look for common elements,
or horizontal elements that will enable verticals in WoT
... This is a common problem even in WoT
... We cannot just think about standards for very narrow
verticals
... Justify/unify horizontal technologies, but identify common
verticals that can stand
Eric: View standards not just
as trying to figure out the technical requirements or just the
use cases, but in this case, Smart Cities is such a highly
regulated space
... We need to engage the cities or countries to help drive the
standards discussions
... If the different authorities and cities are trying to do
their own thing, no matter how hard we work on this, you are
not going to have a successful market
... I encourage the leadership of this interest group to expand
this scope or charter to do a reach to bring the cities of the
target regions of the interest group to participate
Chinn: Any idea about the timeline?
... Nov is a bad month, but Jan - March is okay
Kaz: The concrete timeline should be discussed during the workshop itself, but as I mentioned, I'm personally thinking about early next year for the workshop and April for the IG launch.
... workshop may happen in Feb
Chinn: For Singapore, we have the ASEAN Smart Cities Network
... and the US-ASCP (US-ASEAN Smart City Program) supported by the US
... Thailand is part of the ASEAN Smart City Network and the chair this year
<hazel> https://asean.org/asean/asean-smart-cities-network/
<hazel> https://www.usascp.org/home-page
Kaz: Does that mean we could invite someone from the US government as well?
Chinn: Work with me to figure out
who would be the contact for that, as every 2 years, they
change the contact
... I will get the detail of the Thailand contact to Hazel
Alan: I do think the US contact
is a valuable resource
... But I do have a question
Eric: If we try to solve "work
hunger" we're biting off more than where we can chew
... The US contact is a valuable one, but do we want to include
the US here as a priority as well as ASEAN
... In the US, we are also quite de-centralized
... So many US cities doing their own thing
... If we bring the US players into this, would it be too
much?
Chinn: My feedback is that the US is not possible because every city has its own jurisdiction, but it may be possible to go up to the state or federal government
<hazel> https://www.nist.gov/
Chinn: I have the NIST: National Institute of Standards and Technology contact who can assist
McCool: Do we want a geo-focus?
... If we want a wider geo-focus, which countries to include?
... Europe might be easier than the US.
Kaz: we can hold
several workshops based on the location and stakeholders for
the Smart Cities topic, since this topic should include many locations and stakeholders.
... We can talk about which locations and/or vertical areas to be focused on during the workshop program committee discussion later
Alan: Kaz made the point I wanted
to make
... A lot of people aren't familiar with how W3C work, so I
wanted to go over that
... We do a workshop, starting with a call for participation
... Then we have the participants decide what they want to
focus on and what they might want to do
... It has to be global in nature, since that's how W3C
works
... Coming from that workshop, we find the most concise
requirements are coming from a specific city, we tune to
that
... I agree with what Carl said that what kind of foundations
of what Smart Cities might want?
... If we need to have a series of workshops, then that's the
path we'll go down
... I don't want us to try to overthink what things should be,
but move ahead
Kaz: agree
... For the workshop organization, we need to identify submissions and gaps (shows examples of WoT workshop)
<hazel> https://asean.org/storage/2019/02/ASCN-Consolidated-SCAPs.pdf - this document detailed ASEAN Smart City Action Plans where problem statements, vision and targets/goals are outlined by each of the ASEAN cities
Linda: It's Linda van den Brink (Geonovum), I suggest connecting with OGC, since geospatial data is very important.
... I could help there, if you want
<Linda> The OGC smart cities group I mentioned is this:https://www.ogc.org/projects/groups/smartcitiesdwg
<Linda> This work on responsible use of geo may also be of interest: https://w3c.github.io/sdw/responsible-use/
Kaz: I'd like that, and I'd like to ask you to join the program committee
Linda: I could do that, but maybe there could be a better person at OGC to do that as well.
McCool: Organzational question -- the
question of chairs, I assume you will be that kaz
... Writing the CFP
... Put together a draft charter, to have a list of topics in
that draft charter
... We can start putting together those drafts right away
... We should do a call for volunteers
... The web of things committee workshop has a bunch of good
candidates on there
... One of the problems is do we have enough people with
expertise to cover various areas
... Do we do a program call to people in these groups?
Kaz: Yeah.
Anny: Hi, I'm Anny G from
Mozilla. I'm wondering if this group intends on investigating
the consequence on the marginalized groups that might be
affected by this?
... For example, people of color that might be marginalized
Kaz: Yes, this should be discussed
Sebastian: It's a great idea to
have this workshop
... I can get in touch with some public-funded European
projects on this workshop planned for next year
... I can take this as homework
... I would like to apply to be part of the program
committee
McCool: I would like to apply to
Anny's comment
... We have groups in W3C that address certain issues, like
privacy, policy, accessibility -- but we don't have
equity
... inequity
... This is a big topic in the US, such as public health and
policing
... There's a lot more discussion in the US about this
... This is a very charged issue
... We should capture this
Anny: We have privacy interest
groups, and they review things, but Mozilla also doesn't have
this, so I would like this to be included
... (on inequity)
Kaz: cool
Xiaoqian: the 2nd&3rd week of
February is Chinese New Year, so that may impact
scheduling
... From Chinese participants
Kaz: Yeah, getting stakeholders from China is also very important
<kaz> group-smart-city-stakeholders@w3.org
Kaz: The above is the mailing list for
the Smart Cities workshop preparation
... Please send a message if you're interested in the workshop as a Program Committee member and/or a workshop participant :)
... I can create another dedicated ML for the Program Committee later once we've got enough Program Committee members
