Ed introduces himself and topic within Spatial Data on the Web group

[presentation portion of session being recorded, defer to it and captions for minutes]

https://docs.google.com/presentation/d/1Co404dMgcH2H1Ji6msYthlMVxcIep8UNHN19E24SxHM/edit?usp=sharing

<eparsons> jo introduces topic area at a high jeve

<eparsons> jo First existing legal frameworks - GDPR, etc

<eparsons> jo spatial is special - beyond data ethics

<eparsons> jo principles from different perspectives, users , developers (data collectors), finally regulators (making laws to protect users)

<eparsons> jo interesting use of a design language - icons to describe interactions

<eparsons> frank introduces himself from geonovum in NL - asks again for feedback on doc

<eparsons> emily notes input so far from europe / USA would like input from other parts of the world

<eparsons> jo asks do we have good coverage of the topic ?

<eparsons> john - asks do we need the data at all ? are we looking at should we collect the data in the first place

<eparsons> john - the granular nature of data do we always need "high resolution" in time and space ?

<ted> The Responsible Use of Geospatial Data Editor's Draft

<Jemma> The Responsible Use of Geospatial Data Editor's Draft got error

<eparsons> Jo Good points - 2nd point selective disclosure covers 2nd point

<eparsons> john granularity is going to be key in future apps - only capture if needed

<ted> https://w3c.github.io/sdw/responsible-use/

<eparsons> Link to slides is https://docs.google.com/presentation/d/1Co404dMgcH2H1Ji6msYthlMVxcIep8UNHN19E24SxHM/edit?usp=sharing

<Jemma> thanks.

<eparsons> jo Note looked at age / Date of Birth examples needs more specific geo examples

<eparsons> john another point - Users not in control of device data generated better to ask users for data eg their zipcode to give the opportunity to lie (May be good reasons to do so)

<eparsons> john "white lies" have value - users are seeking a service , service will not break but user gets insight into how service works

<eparsons> john user may say they are in neighbouring city to see how service works

<eparsons> christine privacy expert taking to data mobility group suggests they may be some overlap

<eparsons> christine selective disclosure again important backing up John

<eparsons> christine - emergency call example needs location only at point of call

<eparsons> christine - Is aim to go beyond existing law?

<Jemma> I think current pandemic situation, covid 19 gives special circumstance like the example of contact tracing.

<eparsons> jo - yes to go beyond existing frameworks - notes different situations around the world, GDPR in Europe but not other parts of the world in particular ethical issues

<eparsons> benjamin user should be in control, 1m, 1km, region settings etc as a user choice

<eparsons> benjamin - right to access metadata goes beyond current practice - very supportive of this

<eparsons> Jemma university projects - use anonymized spatial data, like identifying fraterinty with group Covid 19 contraction

<eparsons> jo would like to learn more about this in particular - western view point in doc ? Different approaches to data sharing re trust in government not the same around the world

<eparsons> jemma university make measure individual health frequently and implicitly location - is this acceptable - compared to south korea cultural differences important ?

<eparsons> frank Very interesting to hear from Jemma and other regions, valuable to learn from each other - design principles from other regions

<Jemma> my discussion points were two fold, 1) using geospatial data for public good/public safety 2) cultural difference on using geospatial data. 0ne society, Korea, may value more public safety, the other society values more on privacy.

<eparsons> christine - may be circumstances driven by heath for example to collect data but there should be a plan to dismantle after the event, should prevent commercial for example use

<eparsons> jo health record in AUS good example - doctors concerned that privatisation might lead to data used for different purposes eg health insurance

<eparsons> jo change in reason for collection removes consent

<eparsons> jo other thoughts from different places ?

<eparsons> frank Pandemic NL explosion in data use as a result of crisis UNICEF has good ethical code for crisis response

<eparsons> frank Also UNICEF has geo perspective

<eparsons> Frank Do people in meeting use an ethic framework with Geo now ?

<eparsons> Frank - please share if you do

<eparsons> jemma Are they other use cases where other data can be used instead of geo ?

<eparsons> christine govs use of smartphones replaced human contact tracing, this works well if there are the required resources

<eparsons> christine data mobility - a city might want to know about the number of e scooters in a city, need numbers in zones not precise locations for management of system

<eparsons> jemma good to think of alternatives for spatial data

<eparsons> christine - temptation to use technology might ignore other approaches which don't create data

<eparsons> John we try to avoid capturing data, but if we do - do we need to store it, if we have to store then minimize the data

<eparsons> bill Large scale web services collect lots of data to what extent is that really a requirement is that part of the value exchange ?

<eparsons> Bill free services for user data ?

<Jemma> I am curious about future direction or vision of this geo spatial working group.

<ted> Jemma, the group is going through rechartering at present https://w3c.github.io/sdw/roadmap/charter-2020.html

<Jemma> great!

<eparsons> bill services might not be available if data not collected ?

<eparsons> jo - Equalbility point - services should still work but perhaps less well if data is not collected

<eparsons> jemma - Is there a strategy for direction of work ?

<eparsons> Jemma - how can other learn from this ?

<eparsons> Jo asks brinkwoman for thoughts

<eparsons> brinkwoman new charter under development link between web standards w3c and geo standards in open geospatial consortium

<eparsons> brinkwoman accessability may be new are will sharea draft charter

<Jemma> cool. I am happy to help with any accessibility issues since I am working for ARIA-APG as the co-chair.
