<KimD> §3, second paragraph: We are attempting to better support common practice by providing mechanisms that better match the way the conformance claims are generally used on entire websites. We have several suggestions of how a company or organization can meaningfully claim conformance to an entire site, especially a large site.

pk: Important to work out how silver will help without being limited by historical thinking of what we want conformance to mean

We studied several and picked the sampling techniques we agreed were most appropriate.
