things not ready on time miss 1.2 cutoff, become 1.3 features

RESOLUTION: 1.2 Feature Complete is October 25

APG 1.1r4 Announcements

MCK sent draft blog post 2 Aug

MCK to initiate draft post in blog system

MC to copy into system and publish

potentially with WAI review

then send the other announcements around

this is the final 1.1 release

there may be more than one APG 1.2 release because of continuing catch-up with 1.1 features
