Review foundation specification

anssik: two weeks ago we made a resolution to adopt the POC from Intel as the starting point for the API

anssik: that's effectively the topic for today, are there any thoughts or feedback on that. Is anyone against merging that PR

anssik: Almost all of this has been implemented in Chromium

ningxin_hu: we haven't implemented ALL of the operations, but roughly 13

anssik: I think it would be good to start with what we have now, then we can dive into the issues
