... this way we end up with a single outcome
... definition of outcome has been in the Editor Draft for a while now

... my understanding was that testing on test target level
... need to check on that interpretation internally

Wilco: result for test targets cannot be inapplicable
... innapplicable only when no test targets are found

Shadi: maybe need more time to read the entire spec with all the changes, and understand any remaining issues

... think test subject would be entire page or such

... would imaging outcome for an entire test subject with pointers to individual test targets within that subject
