progress to end of charter

plh: ok to discuss progress?

BogdanBrinza: don't expect much progress to end of charter, cannot make progress in 3 weeks to end of charter
... working on CR, will not be sgnificantly better in 3 weeks

plh: what is the future of the specification

BogdanBrinza: decision made for Microsoft not to chair going forward, resource cut going forward if charter was extended
... try to publish what we have as a note, on-off interop already don't want to drop this but no feasible path to recommendation in current charter period
... Amelai and Dirk both sent regrets

plh: perhaps have this discussion newxt week

BogdanBrinza: but on vacation next two weeks. Likely my last call

plh: have been working with AB to propose evergreen model. Unlike current process where the parent commitments only come in at Rec, it would give you ongoing patent commitments with each publication. Trigger an exclusion opportunity on each commit. Constant state of WD where older material is under a patent commitment. Sliding window
... and bigger expectation for wide review, also test and implementation on those WD. Annotated spec sections for stability. So less need for a Recommendation compared to today
... this is anearly proposal. Mayby ISO want a REcommendation, it would be a pure administrative step, not a big burden like today
... SVG spec seems like a good testcase for this proposed new model, hope to maintain it over mediaum and long term under a different model
... we do have a maintenance path, but not for new features
... this would be more flexible and allow new features to be added

BogdanBrinza: yes, that makes sense

liam: would like to hear Amelia's take, maybe a middle ground with a 3 month extension to get the current known edits completed

BogdanBrinza: LS development would not change our resoure allocation. Support the evergreen model

plh: open to WG extension if we have a path to Rec, updated in 2 or 3 months with tests. CR with no tests and no impl report is not feasible

liam: we have remved all the things with are not implemented

plh: if we do end up publishing a NOTE, would move the ED into the WICG until such time as we put it back on the Rec track

... would make more sense to move 21 to WICG, not 2.0
... as an ED

plh: should not reach a resolution today. Will reach out to Dirk and Amelia, perhaps meet next week with them.

... really push, full day/week editor sessions to close up the 40 open issues
... or longer term commitments for evergreen, commit to publish a note for 2.0 and move 2.1 to WICG
... or thirdly, just stop doing any work, no clear plan

liam: no proposal to actually close SVG, just to move the work to WICG. So third option does not make sense

BogdanBrinza: depends if people have enough time, step up to get SVG into a better shape before handing off or not. David can't do all the work
... needs entire WG to pull together

Tavmjong: amazing the amount of comments on each issue, a lot of work there, but not reflected as spec text
... there is interest, people have spent time, but not represented on the call

liam: avoid losing energy, expertise, history

BogdanBrinza: maybe get some energy from the commentors, invite them to edit, as invited experts?

Tavmjong: yes

BogdanBrinza: do we have a lit of such people

Tavmjong: not yet

BogdanBrinza: next step is a mail thread, discuss options and availability
