tony: there is some discussion going on for POC on how we hook this stuff together.
... open banking, etc. it is how this stuff fits together web payments, web authn and openID FAPI

<jeffh> "open banking limited" is UK-based banking consortium

<jeffh> OBIE is "open banking impl <something>" that is looking at tying all the Payment Request API, Payment Handler API, WebAuthN, and open banking API stuff all together.
