use cases that we put in should be done in collaboration with people with those needs

2nd area -- problem statements - we should specify what it is we want to tackle. requirements need to focus on the needs of people with disabilities

requirements of pwd as related to content and structure. we need to explicity put in there that we need a conformance model that supports more disabilities than wcag currently supports
