... Unless a PR says "X" and "Y" needs to review/approve, any editor should feel able to do the review/merge.
... If the PR is substantive, then two editors should review before it's approved by the second.

<sangwhan> The tricky bit about merging sometimes is that when the review is stale and turns out to have conflicts, it's unclear who's responsibility it is to clean that up.

<xiaoqian> brucel: how about starting with #1274?

CMN: Yes.

<sangwhan> (Custom elements is going to be a prime example of this when it lands, basically any pending PR should be cleared before trying to land that)

Web Workers

<sangwhan> Workers is pending as it is pre-milestone

<sangwhan> and it completely breaks the build

<sangwhan> (pre-milestone as in, I don't want to make life hell for everyone else)

<sangwhan> Also, web workers references whatwg/html - so a bunch of references need to patched up

CMN: Not getting Workers into the spec makes things painful.

... if that's all that's holding oyu up, put them in and we'll clean them up.

<sangwhan> At the moment, the spec refuses to build with workers WIP in there
