Shervin: We've been short on resources to generate text. We need more time to prepare the document for FPWD, so that it contains at least one paragraph per section.

r12a: The idea for FPWD is to show that we are working on this document and the direction it's going.

Shervin: Agreed. We can do that.

r12a: So, we can make the decision now to publish the document as FPWD.
