Getting to FPWD

IJ: One dependency is (I think) PR API is waiting for Payment APps
... What do people want to see in the spec prior to FPWD?

Rouslan: I would like to resolve the icon/manifest issue first
... I'd like to see that spec'd out first

PROPOSED: Try to reach a decision in this task force to ask for FPWD by 23 January 2017
