Description:

SSN does not have sampling, although the (newer) O&M spec does. Although Sampling arguably belongs in SSN (and we have the power to put it there), it is difficult to see it as a minimally necessary capability that deserves to be in the core. How many people really care about it? Who has asked for it to go into SSN? We have one use case but it does not seem to be a "core" one i.e. specifically requiring simplicity. It is certainly not needed for IoT -- a commonly understood justification for what belongs in the core.


Suggestion: That Sample and related properties are removed from the core and suitably integrated into the main SSN.
