3.1.1 Reduce Interruptions: The user can avoid or defer: (Level AA)

Recognized messages that are non-essential or low priority

Information in the user agent user interface that is being updated or changing

Rendered content that is being updated or changing

UAAG is about the user agent interface and its rendering of the content. It isn't about the content itself -- that would be covered by WCAG. Although some of the ideas were very good, they would more appropriate to WCAG, not UAAG.

UAWG could not suggest a way that the user agent would be able to determine the "core use-cases" in a testable manner.

UAWG could not suggest a testable way that the user agent could determine what UI messages were low priority. UAWG did note that many user agents did use the technique of a checkbox in the messages "Do not show me this message again" for message that the user agent considered low priority. UAWG received another comment that the user agents had no way to test what would be a low priority for...

There is not a way for flagging the priority of content or user interface messages other than aria-live. It is not clear if ARIA does applies to user agents visually blocking content, as the spec speaks explicitly to assistive technologies, and is ambiguous whether it applies to user agents. Note that assistive technology does not presently have consistent support ARIA in the user interface.

The User Agent Working Group, after considering the taskforce's and other comments, have decided to remove the SC. We have determined that the provisions of the SC are untestable or are covered by other SCs.

UAWG wants to review our decision with the experts of the CATF in case they have an alternative solution to the testability problem with the success criterion.
