Voice Browser Activity proposal

Executive Summary

This Activity Proposal modifies the existing Voice Browser Activity to add the Web Speech Working Group. The mission of the Web Speech Working Group is to bring speech to the web. This will be accomplished by building JavaScript API(s) that enable developers to add speech recognition and synthesis to web contexts like HTML.

This Activity Proposal is public during the Advisory Committee Review period.

Context and Scope

The main goal of the Voice Browser Activity is to extend the Web to support speech technologies for rich Web applications and bring the advantages of Web-based development and content delivery to speech ready applications on various devices. W3C already has the chartered Voice Browser Working Group, whose deliverables include standard languages for developing Web-based speech applications, e.g., VoiceXML and SCXML. However, that charter only addresses XML-based markup languages for that purpose, while there is emerging need from the market on standard JavaScript APIs for speech processing to be used with HTML5. Therefore, we are proposing to create the Web Speech Working Group to add speech recognition and synthesis to web contexts like HTML5.

Deployment

The Voice Browser Activity extends until 31 October 2014. The new Working Group would be coordinated by the Hypertext Coordination group.

Resources

The Chair of the Web Speech Working Group would be Dan Burnett (Voxeo) and there is a possibility a co-Chair would be also assigned. The proposed team contact for the Web Speech Working Group is Kazuyuki Ashimura ; (20%). Team resources for this activity would total 30% of one FTE.
