During the 6th of August conf call the consensus was that public and private keys would have distinct handlers.
Ryan should propose a text accordingly.
We briefly touched on this during the 13th of August conf call.
The proposed text from ACTION-32 may highlight somewhat the distinction between public/private key pairs, by allowing either to be imported/exported. Additionally, the KeyStorage added in r1.15 of Overview.html provides a way to store handles for both. Unfortunately, it's not presently clear how the relationship between two Key handles can be discovered (eg: that this is the private key for a given public key).
The possibility of some form of query, such as from ACTION-16, might be able to accomplish this, although there's probably an easier way to represent this relationship.
Of particular interest for further discussion is whether an application should, by giving a public key, be able to discover and be granted access to a corresponding private key, or if that application is restricted to keys it generated.
