In the "Crypto interface" section, I added the getRandomValues method to the
Crypto interface and added a subsection to describe its behavior. The subsection
has an editorial note for the origin of this method and its current support in
browsers.
Note that I chose to define this method in this specification rather than
simply pointing to the proposal for this method in the WHATWG wiki.
