Description:
i am wondering whether the URIs used in section 4.1.9 indeed identify the XSD simple data types they are intended to define. i guess the problem is that XSD is not defined as a RDF vocabulary, so strictly speaking there are no URIs that indeed identify the simple types. is there some vocabulary somebody has defined (which then probably should be referenced), or if not, is it the community consensus to use these URIs to refer to XSD simple types? how would that work for datatypes defined in user-supplied schemas, is there a way how those usually are defined as RDF vocabularies and then have URIs that can be used?

Part of RDF itself, as explained in RDF concepts:

consensus, but in fact a recommendation. The rest of this issue deals
with user defined data types which seems to relate to AndyS' comments
on this list. Perhaps two issues? Or reword this one not to include
the simple types?

closing this one, as the predefined simple types indeed are defined by RDF itself. raising another one that's just about user-defined types.
