just to clarify: both POST and PATCH need "patch formats" properly identified by a media type to properly implement patch functionality. if we use PATCH, it will be easier to use media types to discover support of patch formats.

Resolution: PATCH is the appropriate HTTP verb, and we don't have sufficient evidence for the easier implementability of POST.
