[Odrl-cc] WD -> Draft Spec

Dear all, as previously indicated [1], the WD will now move to
"Draft Specification" stage as there have been no substantive comments.

I will announce this to the ODRL Interest list for public comments.

After a period of 3 weeks, and there being no substantive comments,
we will then have an informal vote to move the document to final 
"Specification".

During this period, we will also update the XML Schema with the 
annotations [2].
