I'm not sure I agree with this; please explain how this is proposed to work.

* The original purpose was for dca:accessURL to be useful when the ability
to download was unclear and esp. when e.g. when only overview or
search pages were available.

* Scientists REALLY want dcat:accessURL to refer to a what they typically call a
dataset, which is usually a bundle of things, and individual dcat:downloadURLs to point to individual downloads in that bundle, similar/analogous to "resources" in a CKAN dataset

Please explain how the current proposal is different than this.
