Description:
During the Privacy for Advanced APIs Workshop, John Morris suggested that the rulesets that are sent a long with the collected data could be considered as overridden if the interaction is made as part of a pre-existing trust relationship between the site and the user.
Conversely, the rulesets would only apply for interactions with site where no trust relationship has been established.
This needs further detailing and investigation.
