User interaction for ruleset confirmation when multiple APIs are used to provide functionality, usability etc

Description:
It was argued that the degree of granularity of API calls is most of the time not something the user can relate to, and in particular give informed consent on the amount of sharing/re-use of the collected data; is there a way to bind rulesets with a “packaged” set of APIs calls and relate it to what the user is actually trying to do with the said site?
