- There are a number of unresolved issues in DOM3 Events, including the final MouseWheel proposal, legacy key events, and IME. Also, the spec needs to have the language tightened up.

I don't believe it is useful to have a tracker issue open to finish the spec. If there are specific issues that should be tracked, please file them as bugs separately from this issue.
