[open issue] What information should be included in Overview vs. Transition materials? How might this change over time?

<Andrew> Andrew: audience - what bout 1. practical guidance for migrating a WCAG1 complient site to WCAG2 conformance & 2. from a whole of govt perpsective, what are the policy considerations/changes required to migrate the Australian govt from WCAG 1 to WCAG2 (ie a much different perspective on the transition)
