Sufficient Techniques for 2.4.1 - Bypass Blocks states the following: 2. Grouping blocks of repeated material in a way that can be skipped, using one of the following techniques: Year 2012 http://www.w3.org/TR/2012/NOTE-WCAG20-TECHS-20120103/H50 Year 2008 http://www.w3.org/TR/2008/NOTE-WCAG20-TECHS-20081211/H50.html It's very unclear why 2.4.1 now only suggests using map element to group links. Does that mean web developers should start using only map element for main navigation? Its not clear when and why to use map element (instead of ul for example). Should ul and ol used only when its more like a list and not a navigation item?
