What is the relationship between RDF and RIF Core

Description:: At the June F2F, the WG accepted as a requirement, \"RIF must cover RDF triples
as data where compatible with Phase 1 semantics.\" This shoudl probably read,
given our terminology shift, \"RIF Core must cover RDF triples as data where
compatible with its semantics.\"

What is need to meet this requirement? SHould RIF (COre and otherwise) accept
RDF *as RDF*, or should there be a special case of RIF (Core and otherwise)
syntax for RDF - i.e. a new RDF syntax, etc. Basically, how far can we go to
acheive the best possible interoperability between RIF Core and RDF.
