Some time ago, we agreed that section 3 had to be rewritten in a "normative" way and that 3.1 and 3.2 had to be merged:

"- for after the publication: rewrite 3.1 in a normative way and fusion
it with 3.2. Real requirements will be actually listed in an updated
version of the CT-landscape doc."

I'm raising this as an issue, as it's still a TODO, and we need to action someone or resolve to stick to current wording.

RESOLUTION: Regarding ISSUE-258, move section 3.1 of CT Guidelines document into Scope section (and refresh to synchronize with the rest of the document) moving removed requirements into scope for future work (and close ISSUE-258).
