Description:

Given that these elements may be the only way of a content author who does not
have access to the http headers trying to conform to best practices, what
actions should a mobileOK checker take in their presence?

a) ignore because META http-equiv is meant for servers not user agents [1]
b) ignore but WARN of inconsistencies with headers
c) take account of (i.e. use the information to override headers) but WARN
d) something else
