- Define the set of "Global element grammars".
- If we find a grammar in the set, we use it. Otherwise, create one, add and use it.
- Add "using the element grammar obtained in the previous step." in step 3 in section 8.4.1 Built-in Document Grammar (and probably in other places as well).
- Instead of using the word "resolve", explain how it is resolved. "if there is an element grammar with the qname in the set".
"Global element grammars" was definied.
