Description:
Section 2.4.1: Another MUST statement without an assertion: "Since the
message is already in text format the "encoding" attribute in the XML header MUST be ignored."

Problems:
* Unflagged
* Mostly an informative statement, as all XML parsers that I'm aware of, when handed a stream of characters, will not attempt to use the XML encoding declaration.

Proposal:
Change the sentence in question to:
"Since the message is already in text format the "encoding" attribute in the XML header has to be ignored."
