Structure for errors and error handlers

Description:
(this is based on our discussion from November 26 http://lists.w3.org/Archives/Member/w3c-mmi-wg/2007Nov/0047.html) based on the issues raised during the workhop.
We need to categorize different types of errors that might occur in an MMI application, discuss different ways of handling them and how they map to life cycle events. For example, we might consider platform errors, markup errors and user errors. It would be important to discuss this in the context of "creating a new modality".
