- WP01: a series of technical sub-projects, done by W3C
staff or offices (as subcontractors).
Split in deliverables mostly arbitrary.
Administrative delay in signing subcontracts between INRIA and offices
hosting institutes, so work late there.
D1.4 on Privacy moved to WP02 early on.
