TechArticle schema.org proposal

This proposal is a collaborative work towards a Technical Article schema. It defines a use of several properties of Thing and CreativeWork, and Article for use with Technical Articles. It defines a class TechArticle with three properties, and a subclass, APIReference (with four properties).
