UnqualifiedMessage

An unqualified message is a collection of information which is communicated without prior agreement that it is to be understood in some particular way. Unqualified messages SHOULD either be rejected as incomprehensible or be understood in some standard default manner. Establishing a default allows messages to remain unqualified and can result in simpler and more efficient systems.

I think we should establish that an UnqualifiedMessage, at least if it is RDF, should be considered a WebDefinedMessage.
