Feature: Rename sioc:User to sioc:UserAccount

This is the most requested feature in the SIOC WishList. The motivation is that developers often confuse sioc:User with foaf:Person.

- there are related issues described at IdenticaSiocData. This update might be done in parallel with resolving them.
SIOC-MediaWiki Exporter
- The update is straightforward and is related to the update of the SIOC PHP Export API, just some substitutions.
