There are multiple answers to this question.

A: yes, normative references for WHATWG standards are allowed in Editor's Drafts, First Public Working Drafts, Working Drafts, Last Call Working Drafts and Candidate Recommendations. Note, however, that as of this writing, no Proposed Recommendations nor Recommendations include normative references to WHATWG standards.

A: it depends. To get a more specific answer, ask the W3C Director.
