HTML 4 class attribute can be specified globally on any element

Issue: Justification for adding the "class" attribute to all elements.

Details

Compared with HTML 4.01, HTML 5 adds the @class attribute to BASE, HEAD, HTML, META, PARAM, SCRIPT, STYLE, TITLE (which traditionally as metadata related did not needed further semantic specification nor presentational hooks).

HTML5 also drops the following element from HTML 4.01 that did not allow the @class attribute: BASEFONT.
